Raw Honey vs. Organic Honey: What Each Label Actually Certifies

Walk the honey aisle and you will find both words, sometimes on the same jar. Raw. Organic. Most shoppers read them as two versions of the same promise: cleaner, purer, closer to the hive. They are not. They describe entirely different things, and only one of them is governed by a written federal standard for bees.

Here is the short version. "Raw" describes what happens to honey after it leaves the hive: whether it was heated, whether it was pushed through fine filters. "Organic" describes the land bees fly over before they ever make it, plus how the hives themselves are managed. A honey can be one, both, or neither. And in the United States, the second word rests on a rule that was recommended in 2010 and never written.

This is the honest version of that story, checked against the actual documents.

What "Raw" Certifies: Handling

Raw honey is honey that was never pasteurized and never ultra-filtered. It goes from hive to jar without being heated past the temperatures bees keep inside the colony, so the pollen, aroma, and flavor compounds that make each harvest specific stay where the bees put them.

The catch is that in the United States, the word carries no enforced legal definition. No federal statute defines it, no agency tests for it, and two producers using the word can mean genuinely different things. We use "minimally filtered" instead, because it describes something you can check: debris strained out, pollen left in. What matters here is the boundary. "Raw" says nothing at all about what grew within flying distance of the hive.

What "Organic" Certifies: Land, Not Handling

Organic certification for honey is about the apiary and its surroundings. Where the hives sit. What is grown nearby and how it is treated. What the beekeeper is allowed to use inside the hive for mite control. What the hive boxes are built from.

Notice what is missing from that list: heat and filtration. Certified organic honey can be pasteurized and ultra-filtered and still carry the seal, because the seal was never about processing. Meanwhile a minimally filtered honey from a beekeeper you trust can be genuinely unheated and have no certification at all.

Which means the two labels are not competing grades of quality. They answer different questions, and if you only ask one, you learn only half of what you wanted to know.

Why "USDA Organic" on American Honey Is So Complicated

Here is the part almost nobody writes down.

The USDA National Organic Program has no apiculture-specific rule. Not a weak one, not an outdated one. None. The National Organic Standards Board voted unanimously, 14 to 0, on October 28, 2010 to recommend one. That recommendation went to the National Organic Program as a rulemaking action. It appeared on the federal Unified Agenda year after year, with a proposed rule date that kept moving, and in the 2017 agenda update it was moved to the inactive list. It has not moved since.

So what happens in the meantime? USDA-accredited certifiers certify beekeeping operations under the general organic livestock regulations, sections 205.236 through 205.239, written for animals that stay in a fence. Some certifiers also apply the 2010 draft as guidance. Others do not. The result is that "USDA Organic" on a honey label is real certification, issued by a real accredited agent, that does not necessarily mean the same thing from one certifier to the next.

The NOSB said as much in its own recommendation: because honeybees fly and forage over a wide area, specific standards are required to ensure consistency between certifiers. Sixteen years later, that consistency still has no rule behind it.

Bees Do Not Respect Property Lines

The 2010 recommendation is worth reading for one number alone.

It defines a forage zone as the land within a 1.8-mile, or 3-kilometer, radius of the apiary, and requires that zone to be managed as certified organic. Then it defines a surveillance zone extending another 2.2 miles, or 3.4 kilometers, beyond that, which may not contain high-risk activities: landfills, incinerators, sewage treatment, power plants, golf courses, towns.

Add those together and a fully compliant apiary needs roughly four miles of controlled land in every direction. Picture that on a map of Maryland's Eastern Shore, or Iowa, or California's Central Valley. Now picture it for a commercial operation that trucks hives to a different state for pollination contracts.

That is the whole story of American organic honey in one measurement. It is not that beekeepers are careless. It is that a honeybee's foraging range is a geographic fact, and almost nowhere in agricultural America can anyone guarantee what is inside it. This is also why the honest answer to "is this honey pesticide-free" is that nobody can promise you that about any open-foraged honey, ours included. Anyone who tells you otherwise is describing a wish, not a verification.

Europe Wrote the Rule We Did Not

The European Union has had detailed organic apiculture rules for years, and they are law, not a recommendation sitting on a shelf. Under Regulation (EU) 2018/848, apiaries must be sited so that within a 3-kilometer radius, nectar and pollen sources consist essentially of organically produced crops, spontaneous vegetation, or crops treated with low environmental impact methods. Conversion takes twelve months. Synthetic miticides are prohibited. Hives must be built of natural materials.

The underlying difference goes deeper than beekeeping. The EU regulates agricultural chemicals largely on hazard: if a substance has the intrinsic potential to cause harm, approval can be withheld or withdrawn even without a settled risk finding. The United States regulates largely on risk: a substance stays registered unless a specific use is shown to pose unreasonable adverse effects, and in practice most American cancellations over the past two decades have been voluntary withdrawals by the registrants themselves rather than agency action.

The gap that produces is measurable. A 2019 study in the journal Environmental Health compared approval status across more than 500 agricultural pesticides and found 72 approved for outdoor agricultural use in the United States that are banned or being phased out in the EU. Bees sit right in the middle of that gap. In 2018 the European Commission banned all outdoor use of three neonicotinoids, imidacloprid, clothianidin, and thiamethoxam, restricting them to permanent greenhouses. All three remain registered for outdoor use in the United States.

You can argue about which philosophy is better policy. What you cannot argue is that they are the same, or that American standards are the strictest in the world by default. On this particular question, Europe has been ahead of us for a long time.

What Changed My Mind About Importing Honey

For the first decade of running this company, I would not touch honey from outside the United States. It felt like the obviously responsible position. American beekeepers, American land, standards I could go stand in.

Coffee Blossom changed that. It was our first honey from outside the country, and it came from highland farms in Guatemala where bees pollinate coffee blossoms during a brief annual bloom. I did the work I would have done on any domestic source, and the work checked out. The honey itself is one of the more distinctive things we have ever carried.

Then came sunflower honey from Ukraine, and that one genuinely reorganized how I think. Ukraine is one of the largest honey exporters on earth and supplies roughly a quarter of everything the European Union imports. To move a single jar into the EU, a country has to hold an EU-approved residue control plan: a national testing program, with a designated competent authority, mandated sampling volumes tied to production, approved laboratories, and periodic audit by the European Commission. Honey is the only bee product for which that is required. Individual shipments still have to clear EU residue limits.

I had spent ten years assuming "American" was shorthand for "held to a higher standard." On this specific question, it is not. The testing infrastructure sitting behind a jar of Ukrainian sunflower honey is more rigorous than anything a domestic jar is required to pass through.

So my rule now is not a country. It is a question: can I trace this honey to named producers, and can it be tested? If yes, I will carry it. If no, I will not, and the passport on the jar does not change that answer either direction.

How to Actually Read These Two Words

  • Ask what each word governs. "Raw" is a handling claim. "Organic" is a land-and-hive claim. Neither one covers the other's territory, and a jar carrying both is making two separate promises.
  • Check where certified organic honey was certified. Much of the certified organic honey on American shelves was certified abroad by an accredited or equivalent body. That is legitimate, and it is also a different regulatory regime than the label's American seal implies.
  • Treat "pesticide-free" as unverifiable on any open-foraged honey. Not because producers are lying, but because no one controls a four-mile radius of someone else's farmland.
  • Weigh certifications that inspect a process, not a claim. Star K kosher certification means an independent agency verified that the honey is free of bee parts, was not overheated, and contains no additives. That is a supervised production process, and it is a different kind of accountability than an adjective.
  • Ask for a name. A specific apiary, county, or producer beats every adjective on the front of the jar. Vague origin language is the actual red flag, and it is the one thing the global honey supply chain makes easy to hide behind.

What We Do Instead of Chasing a Certificate

We keep hives at Chesterhaven Beach Farm on Maryland's Eastern Shore. That is where our Spring, Summer, and Autumn honeys come from, and it is real farmland on a real peninsula with neighbors we do not control. We are not going to tell you we have a certified four-mile bubble, because we do not, and neither does anyone else selling honey at scale in this country.

What we do instead is name things. Every varietal has a stated origin. Everything is minimally filtered rather than pasteurized and ultra-filtered. Everything is Star K certified kosher, which is a supervised process rather than a self-declared adjective. When we source from beekeepers we do not own, we say so, and when we source from outside the country, we say that too.
